Arrow focuses on improving the leadership practices of individuals and organizations. The programs under his responsibility has received the ATD BEST and Brandon Hall HCM Excellence awards.

About Rochelle
Rochelle is a senior manager with 28 years in local government. Her expansive experience influences three core areas: talent development, economic inclusion and community development.

Since 2016, Rochelle has served as the Employment and Training Manager for the Greater Cincinnati Water Works overseeing training and development of a workforce of approximately 600. This role also requires Rochelle to advise on organizational and culture development for the utility, design leadership programs, and plan, coordinate and facilitate multiple workshops. She currently facilitates the City’s Diversity Inclusion and Implicit Bias mandatory training. Rochelle was honored as the first recipient of the 2019 Director Baileys’ Award for making impact in advancing the principles of the Water Works Way.
